The most vital population in today is the breed of Russian entrepreneurs from which PEP draws its candidates. PEP participants are all owners or top managers of private Russian businesses who are recruited by CCI's seven partner offices in Russia and screened by the US State Department. They are well educated and have converted their professional knowledge into some type of business. Their success thus far has been through trial and error. PEP's "out-of-country" training allows for the establishment of a critical mass of knowledgeable business people in cities across Russia.
