Фонд Форда финансирует Международные программы для 
неправительственных организаций, касающиеся исследований
в области социальной сферы(международное право,общественное 
образование,международные права человека,международная экономика 
и развитие,мир и безопасность, американская внешняя политика и 
международные отношения и т.д.)
Целью программа является повышение роли межправительственных организаций, 
привлечение к политической активности представителей международных и
внутренних неправительственных организаций и групп граждан, ученых,
врачей и юристов, людей различных социальных сфер и уровней;
обучение политиков и широкой публики в области международной политики 
и социального развития.

The following funding announcement appears on the Friends list  a
while ago, and may be of interest to some members of the list.

SUMMARY:  Awards support research, training, policy  development,
and  public  education on international  law  and  organizations;
peace  and  security; international  economics  and  development;
international human rights; and U.S. foreign policy and  interna-
tional  relations.  Foreign and domestic institutions are  eligi-
ble.

OBJECTIVES:  The sponsor provides support to  build  intellectual
and  institutional capacity at international, regional,  and  na-
tional  levels  that can contribute to peaceful  cooperation  and
change.   This program has the following objectives: (1)  to  en-
hance  the  capacity of intergovernmental organizations;  (2)  to
include  in policy debates representatives of  international  and
domestic   non-governmental  organizations  (NGOs)  and   citizen
groups,  scholars and practitioners, and men and women  from  di-
verse  social  and professional backgrounds; and (3)  to  educate
policy makers and the general public in the U.S. and abroad about
international  affairs and the transnational  political,  social,
and economic forces that affect them.

Specific interests include:

INTERNATIONAL  LAW  AND ORGANIZATIONS--Support  is  provided  for
efforts  to strengthen the ability of international and  regional
organizations  to  facilitate international cooperation;  and  to
secure  compliance  with public international law  and  to  build
knowledge  about it among scholars and practitioners,  especially
in developing countries.

PEACE AND SECURITY--The sponsor provides support for  alternative
security and defense policies, promoting arms control and  disar-
mament, and strengthening regional and international institutions
dedicated  to  the  prevention or peaceful  resolution  or  armed
conflict.   Grants  support a range of research and  analysis  on
such  subjects  as a cooperative international  security  system,
peace  and  security studies, and budgeting for lower  levels  of
defense spending and restructuring.

INTERNATIONAL  ECONOMICS AND DEVELOPMENT--Support is provided  to
promote  economic growth, the reduction of poverty, and  sustain-
able  development worldwide.  The sponsor supports  research  and
policy  analysis,  and assists NGOs in their efforts  to  promote
international  cooperation on the environment,  development,  and
the alleviation of poverty.

INTERNATIONAL  HUMAN RIGHTS--Support is provided to  secure  core
civil  and political rights, strengthen the human  rights  provi-
sions  of  international  law, and  build  strong  international,
regional,  and  national  institutions  overseeing  human  rights
standards and humanitarian laws.

U.S. FOREIGN POLICY AND INTERNATIONAL RELATIONS--Support  focuses
on improving U.S. responsiveness to the broad range of State  and
nongovernmental  issues  arising  in the  post-cold  war  period.
Grants  support  the efforts of those seeking  to  achieve  three
objectives:  rethinking the content of U.S. foreign policy;  pro-
moting  participation,  education,  and leadership  in  the  U.S.
foreign  policy process; and increasing understanding among  U.S.
policy  makers and the public of the influence  of  transnational
social forces in international relations.

FORMER  SOVIET  UNION AND EASTERN EUROPE--The priorities  are  to
promote economic reform and ameliorate its negative social conse-
quences; to consolidate democracy through the reform of political
and legal institutions and the integration of international human
rights standards in domestic law and practice; and to  strengthen
institutions  of  higher  education and research  in  the  social
sciences  and  law.  The sponsor also seeks  to  enhance  Western
understanding of events in the region.

RESTRICTIONS:  Eligible applicants include both U.S. and  foreign
organizations.  Most grants are given to organizations;  however,
the sponsor also makes a few grants to individuals for  research,
training,  and other activities related to the  sponsor's  inter-
ests.  Such grants are awarded either through publicly  announced
competitions,  or on the basis of nominations  from  universities
and other nonprofit institutions.

Support  is not provided for undergraduate  scholarships,  purely
personal or local needs, the routine operating costs of  institu-
tions, and, except in rare cases, the construction or maintenance
of buildings.

Applicants should submit a letter of inquiry prior to  submitting
a  formal proposal.  There are no application forms,  but  guide-
lines  for proposals are provided.  Applicants in  foreign  coun-
tries should direct their requests to the nearest overseas  field
office,  a  list of which is provided in  the  sponsor's  program
guidelines.
