Закон о Кредитной Кооперации прошёл 1ое четение в Гос Думa

Уважаемые коллеги по кредитной кооперации,

Я рад сообщить вам, что 24 апреля 2002 г. Государственная Дума РФ в первом чтении одобрила концепцию правительственного законопроекта о кредитной кооперации в качестве рамочного закона для всех кредитных кооперативов. Статс-секретарь, первый зам. Министра сельского хозяйства г-н Михалев поддержал законопроект во время своего четырехминутного выступления, указав также на открывающиеся возможности для международного содействия СКСК в случае принятия законопроекта. Вслед за ним г-н Киселев, зам. председателя комитета по экомической политике, поддержал законопроект и разъяснил его отличия от закона о кредитных потребительских кооперативах граждан. Другие депутаты парламента также выразили свою поддержку. Г-н Суханов сказал, что подобный закон необходимо было принять намного раньше. Г-н семенов тоже поддрежал законопроект. В своем кратком выступлении г-н Котинков, представитель Президента, поддержал законопроект и напомнил о том, что он носит рамочный характер и будет дополнять закон о кредитных потребительских кооперативах граждан как разновидности кредитных кооперативов. После этого спикер Селезнев попоросил депутатов проголосовать. 351 голосов (78%) было отдано "за" и 1 голос "против" правителственного законопроекта о кредитной кооперации.

Я хотел бы выразить свою благодарность и поздравления всем представителям регионов и Москвы за активную поддержку законопроекта, в результате чего он был принят в первом чтении. На мой взгляд, это наилучшая стратегия по формированию правового регулирования для кредитной кооперации в России !

Примечание: Это лишь первый шаг, однако работа уже началась. До второго чтения, которое, вероятнее всего, произойдет до конца 2002 г., законопроект должен быть значительно улучшен, практически разработан заново !

Предлагаю создать "виртуальную" группу консультантов по законопроекту о кредитной кооперации!
При запросу по адрессу abg_moscow@mail.infotel.ru направляю вам данный законопроект на русском и английском языке с просьбой внести возможные исправления, либо добавить статьи о регулировании которые, на ваш взгляд, необходимо включить в закон. Закон должен быть рамочный: он должен регулировать только основные вопросы. Специальное регулирование отдельных видов кредитных кооперативов выполняется отдельными законами или дополнительными статьями этого закона. Ваши вопросы отправьте по электронной почте abg_moscow@mail.infotel.ru .

Dear colleagues in credit co-operation !

I can inform you, that the Government Duma of the R.F. approved on April 24, 2002, in the first reading the concept of the Government Law Proposal on Credit Cooperation as frame law for all credit cooperatives. "Stats secretar" and Deputy Minister of Agriculture Anatoly Andreevich Mikhailyov supported the law in a 4 minute speech, naming also new opportunities for foreign support to RSCCs after having approved the law. Further Nikolai Petrovich Kissilov, deputy head of the Committee on Economic Policy, supported the law and explained the differences to the law on credit cooperatives of citizens. Further members of parliament supported the law. Mr. Sniyomgin (?) said it was overdue to approve a law like this, Mr. Semyonov also expressed his support. In a short speech Mr. Kotinkov, representative of the President supported the law proposal and explained again the character as a frame law, which will subordinate the law on credit cooperatives of citizen as one possible variation of credit cooperatives. After this speaker Seleznyov asked for the vote and the Duma voted with 351 votes (78 %) "in favour" and 1 vote "against" the Government law proposal on credit cooperation.

Many thanks and congratulations to those being active in the regions and in Moscow to promote the law for first reading. I think this was the best possible strategy to move on to an appropriate legal regulation of Russian credit cooperation!

Comment: This is the first step, but now the work begins. Until the second reading, most likely until the end of 2002, the law has to be improved a lot, to be honest: a law has to be made! In short time I shall send some of you the law proposal in Russian and English and would ask you to suggest changes, either as law articles or as elements of regulation, which you think should be included.

I suggest to set up a "virtual" consulting group for developing the draft law on credit cooperation!
On request to abg_moscow@mail.infotel.ru I send you the law proposal in English and Russian with the suggestion to propose changes or add articles on regulations which you think, should be included in the law. The law shall be a frame work law: It should only regulate general question. Special regulations for particular forms of credit cooperatives shall be dealt with in individual laws or additional paragraphs of this law.
